​Please meet Cesar -- an adorable red/rust bully boy from the gulf coast of Florida. Cesar is in a foster home where he regularly plays in the yard with other dogs (there are three others in his foster) and ignores the cat.  Cesar walks politely on leash and has exemplary house manners. Cesar is middle aged - the perfect age for a family who doesn't want to deal with undesirable puppy behaviors (let's face it -- that's ME!). Cesar is chill, silly, friendly, social and well-mannered. And yet he is still HOMELESS.
